Every proposal submitted to the Terminal is compiled into a per-nation policy-proposal book — the review artifact prepared before delivery to that country's UN mission or country office. These books update live: a newly-submitted proposal lands in its nation's books with no regeneration step. Only structurally-viable (MODERATE) or genuinely novel (NOVEL-FRAMING) proposals appear in a book's body; weaker submissions are disclosed in each book's Appendix A so nothing is hidden.
